تُعد رسالة (التعاليم) من أهم الرسائل التي أرساها الإمام "حسن البنا يرحمه الله، والتي أوضح فيها معاني وخصائص الفكرة الإسلامية كما يراها (الإخوان المسلمون)، وأركان البيعة، وعددها عشرة، وماذا يعني ويتطلب كل ركن من أركانها، وكذلك واجبات الأخ العامل داخل جماعة (الإخوان المسلمون)؛ حتى يكون لبنة قوية في البناء الإسلامي.

وفي الذكرى الـ71 من استشهاد الإمام المؤسس حسن البنا نعيد نشر رسالة التعاليم باللغتين العربية والإنجليزية (على جزأين)

وهذا نص الجزء الأول من الرسالة:

مقدمة

الحمد لله، والصلاة والسلام على إمام المتقين وقائد المجاهدين سيدنا محمد النبي الأميِّ، وعلى آله وصحبه ومن تبع هداهم إلى يوم الدين، أما بعد:

فهذه رسالتي إلى الإخوان المجاهدين من (الإخوان المسلمون)، الذين آمنوا بسموِّ دعوتهم، وقدسية فكرتهم، وعزموا صادقين على أن يعيشوا بها، أو يموتوا في سبيلها، إلى هؤلاء (الإخوان) فقط أوجه هذه الكلمات، وهي ليست دروسًا تحفظ؛ ولكنها تعليمات تنفَّذ، فإلى العمل أيها الإخوان الصادقون: ﴿وَقُلِ اعْمَلُوا فَسَيَرَى اللهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ وَسَتُرَدُّونَ إِلَى عَالِمِ الْغَيْبِ وَالشَّهَادَةِ فَيُنَبِّئُكُمْ بِمَا كُنْتُمْ تَعْمَلُونَ﴾ (التوبة: 105)، ﴿وَأَنَّ هَذَا صِرَاطِي مُسْتَقِيمًا فَاتَّبِعُوهُ وَلاَ تَتَّبِعُوا السُّبُلَ فَتَفَرَّقَ بِكُمْ عَن سَبِيلِهِ ذَلِكُمْ وَصَّاكُمْ بِهِ لَعَلَّكُمْ تَتَّقُونَ﴾ (الأنعام: 153).

أما غير هؤلاء.. فلهم دروس ومحاضرات، وكتب ومقالات، ومظاهر وإداريات، ولكلٍّ وجهةٌ هو مولِّيها فاستبقوا الخيرات، وكلاً وعد الله الحسنى.

أركان البيعة

أيها الإخوان الصادقون، أركان بيعتنا عشرة فاحفظوها:

الفهم، والإخلاص، والعمل، والجهاد، والتضحية، والطاعة، والثبات، والتجرد، والأخوَّة، والثقة.

    1- الفهم

    إنما أريدُ بالفهم: أن توقن بأن فكرتنا إسلامية صميمة، وأن تفهم الإسلام كما نفهمه، في حدود هذه الأصول العشرين الموجزة كل الإيجاز:

    1- الإسلام نظام شامل يتناول مظاهر الحياة جميعًا؛ فهو دولة ووطن أو حكومة وأمة، وهو خلق وقوة أو رحمة وعدالة، وهو ثقافة وقانون، أو علم وقضاء، وهو مادة وثروة أو كسب وغنًى، وهو جهاد ودعوة أو جيش وفكرة، كما هو عقيدة صادقة وعبادة صحيحة سواء بسواء.

    2- والقرآن الكريم والسنة المطهرة مرجع كل مسلم في تعرُّف أحكام الإسلام، ويفهم القرآن طبقًا لقواعد اللغة العربية من غير تكلُّف ولا تعسُّف، ويرجع في فهم السنة المطهرة إلى رجال الحديث الثقات.

    3- وللإيمان الصادق والعبادة الصحيحة والمجاهدة نور وحلاوة يقذفهما الله في قلب من يشاء من عباده؛ ولكن الإلهام والخواطر والكشف والرؤى ليست من أدلة الأحكام الشرعية، ولا تعتبر إلا بشرط عدم اصطدامها بأحكام الدين ونصوصه.

    4- والتمائم والرُّقى، والوَدعُ والرَمْلُ، والمعرفة والكهانة، وادعاء معرفة الغيب وكل ما كان من هذا الباب منكر تجب محاربته إلا ما كان آية من قرآن أو رقية مأثورة.

    5- ورأي الإمام ونائبه فيما لا نصَّ فيه، وفيما يحتمل وجوهًا عدة، وفي المصالح المرسلة، معمول به ما لم يصطدم بقاعدة شرعية، وقد يتغير بحسب الظروف والعرف والعادات، والأصل في العبادات التعبد دون الالتفات إلى المعاني، وفي العادات الالتفات إلى الأسرار والحكم والمقاصد.

    6- وكل أحد يؤخذ من كلامه ويترك إلا المعصوم- صلى الله عليه وسلم- وكل ما جاء عن السلف- رضوان الله عليهم- موافقًا للكتاب والسنة قَبِلْناه، وإلا فكتاب الله وسنة رسوله أولى بالاتباع؛ ولكنا لا نعرض للأشخاص فيما اختلف فيه بطعن أو تجريح، ونَكِلُهم إلى نيَّاتهم وقد أفضوا إلى ما قدموا.

    7- ولكل مسلم لم يبلغ درجة النظر في أدلة الأحكام الفرعية أن يتبع إمامًا من أئمة الدِّين، ويحسن به مع هذا الاتباع أن يجتهد ما استطاع في تعرف أدلته، وأن يتقبل كل إرشاد مصحوب بالدليل متى صحَّ عنده صلاح من أرشده وكفايته، وأن يستكمل نقصه العلمي إن كان من أهل العلم حتى يبلغ درجة النظر.

    8- والخلاف الفقهي في الفروع لا يكون سببًا للتفرق في الدين، ولا يؤدي إلى خصومة ولا بغضاء، ولكل مجتهد أجره، ولا مانع من التحقيق العلمي النزيه في مسائل الخلاف في ظل الحب في الله والتعاون على الوصول إلى الحقيقة، من غير أن يجر ذلك إلى المراء المذموم والتعصب.

    9- وكل مسألة لا ينبني عليها عمل فالخوض فيها من التكلف الذي نُهِينَا عنه شرعًا، ومن ذلك كثرة التفريعات للأحكام التي لم تقع، والخوض في معاني الآيات القرآنية الكريمة التي لم يصل إليها العلم بعد، والكلام في المفاضلة بين الأصحاب- رضوان الله عليهم- وما شجر بينهم من خلاف، ولكل منهم فضلُ صحبتِهِ وجزاءُ نيتِهِ، وفي التأول مندوحة.

    10- ومعرفة الله- تبارك وتعالى- وتوحيده وتنزيهه أسمى عقائد الإسلام، وآيات الصفات وأحاديثها الصحيحة وما يليق بذلك من التشابه، نؤمن بها كما جاءت من غير تأويل ولا تعطيل، ولا نتعرض لما جاء فيها من خلاف بين العلماء، ويسعنا ما وسع رسول الله- صلى الله عليه وسلم- وأصحابه: ﴿وَالرَّاسِخُونَ فِي الْعِلْمِ يَقُولُونَ آمَنَّا بِهِ كُلٌّ مِنْ عِنْدِ رَبِّنَا﴾ (آل عمران: 7).     

    11- وكل بدعة في دين الله لا أصل لها استحسنها الناس بأهوائهم؛ سواء بالزيادة فيه أو بالنقص منه ضلالة، تجب محاربتها والقضاء عليها بأفضل الوسائل التي لا تؤدي إلى ما هو شر منها.

    12- والبدعة الإضافية والتَّركِيَّة والالتزام في العبادات المطلقة خلاف فقهي، لكلٍّ فيه رأيه، ولا بأس بتمحيص الحقيقة بالدليل والبرهان.

    13- ومحبة الصالحين واحترامهم والثناء عليهم بما عُرِف من طيب أعمالهم قربة إلى الله- تبارك وتعالى- والأولياء هم المذكورون بقوله تعالى: ﴿الَّذِينَ آمَنُوا وَكَانُوا يَتَّقُونَ﴾ (يونس: 63)، والكرامة ثابتة بشرائطها الشرعية، مع اعتقاد أنهم- رضوان الله عليهم- لا يملكون لأنفسهم نفعًا ولا ضرًّا في حياتهم أو بعد مماتهم، فضلاً عن أن يهبوا شيئًا من ذلك لغيرهم.

    14- وزيارة القبور أيًّا كانت سنة مشروعة بالكيفية المأثورة؛ ولكن الاستعانة بالمقبورين أيًّا كانوا، ونداؤهم لذلك، وطلب قضاء الحاجات منهم عن قرب أو بعد، والنذر لهم، وتشييد القبور وسترها وإضاءتها، والتمسح بها، والحلف بغير الله، وما يلحق بذلك من المبتدعات.. كبائر تجب محاربتها، ولا نتأول لهذه الأعمال سدًّا للذريعة.

    15- والدعاء إذا قرن بالتوسل إلى الله تعالى بأحد من خلقه خلاف فرعي في كيفية الدعاء وليس من مسائل العقيدة.

    16- والعرف الخاطئ لا يغير حقائق الألفاظ الشرعية؛ بل يجب التأكد من حدود المعاني المقصود بها، والوقوف عندها، كما يجب الاحتراز من الخداع اللفظي في كل نواحي الدنيا والدين، فالعبرة بالمسميات لا بالأسماء.

    17- والعقيدة أساس العمل، وعمل القلب أهم من عمل الجارحة، وتحصيل الكمال في كليهما مطلوب شرعًا وإن اختلفت مرتبتا الطلب.

    18- والإسلام يحرر العقل، ويحث على النظر في الكون، ويرفع قدر العلم والعلماء، ويرحب بالصالح والنافع من كل شيء، والحكمة ضالة المؤمن أنى وجدها فهو أحق الناس بها.

    19- وقد يتناول كل من النظر الشرعي والنظر العقلي ما لا يدخل في دائرة الآخر، ولكنهما لن يختلفا في القطعي، فلن تصطدم حقيقة علمية صحيحة بقاعدة شرعية ثابتة، ويؤول الظني منهما ليتفق مع القطعي، فإن كانا ظنيين فالنظر الشرعي أولى بالاتباع حتى يثبت العقلي أو ينهار.

    20- ولا نكفِّر مسلمًا أقر بالشهادتين وعمل بمقتضاهما وأدى الفرائض برأي أو بمعصية إلا إن أقر بكلمة الكفر، أو أنكر معلومًا من الدين بالضرورة، أو كذَّب صريح القرآن، أو فسره على وجه لا تحتمله أساليب اللغة العربية بحال، أو عمل عملاً لا يحتمل تأويلاً غير الكفر.

    وإذا علم الأخ المسلم دينه في هذه الأصول، فقد عرف معنى هتافه دائمًا (القرآن دستورنا والرسول قدوتنا).

    2- الإخلاص

    وأريد بالإخلاص: أن يقصد الأخ المسلم بقوله وعمله وجهاده كله وجه الله، وابتغاء مرضاته وحسن مثوبته من غير نظر إلى مغنم أو مظهر أو جاه أو لقب أو تقدم أو تأخر، وبذلك يكون جندي فكرة وعقيدة، لا جندي غرض ومنفعة، ﴿قُلْ إِنَّ صَلاَتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي للهِ رَبِّ الْعَالَمِينَ﴾ (الأنعام:162)، وبذلك يفهم الأخ المسلم معنى هتافه الدائم (الله غايتنا) و(الله أكبر ولله الحمد).

    3- العمل

    وأريد بالعمل: ثمرة العلم والإخلاص: ﴿وَقُلِ اعْمَلُوا فَسَيَرَى اللهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ وَسَتُرَدُّونَ إِلَى عَالِمِ الْغَيْبِ وَالشَّهَادَةِ فَيُنَبِّئُكُمْ بِمَا كُنْتُمْ تَعْمَلُونَ﴾ (التوبة:105).

    ومراتب العمل المطلوبة من الأخ الصادق:

    1- إصلاح نفسه حتى يكون: قوي الجسم، متين الخلق، مثقف الفكر، قادرًا على الكسب, سليم العقيدة، صحيح العبادة، مجاهدًا لنفسه، حريصًا على وقته، منظمًا في شؤونه، نافعًا لغيره، وذلك واجب كل أخ على حدته.

    2- وتكوين بيت مسلم، بأن يحمل أهله على احترام فكرته، والمحافظة على آداب الإسلام في مظاهر الحياة المنزلية، وحسن اختيار الزوجة، وتوقيفها على حقها وواجبها، وحسن تربية الأولاد، والخدم وتنشئتهم على مبادئ الإسلام، وذلك واجب كل أخ على حدته كذلك.

    3- وإرشاد المجتمع، بنشر دعوة الخير فيه، ومحاربة الرذائل والمنكرات، وتشجيع الفضائل، والأمر بالمعروف، والمبادرة إلى فعل الخير، وكسب الرأي العام إلى جانب الفكرة الإسلامية، وصبغ مظاهر الحياة العامة بها دائمًا، وذلك واجب كل أخ على حدته، وواجب الجماعة كهيئة عاملة.

    4- وتحرير الوطن بتخليصه من كل سلطان أجنبي غير إسلامي سياسي أو اقتصادي أو روحي.

    5- وإصلاح الحكومة حتى تكون إسلامية بحق، وبذلك تؤدي مهمتها كخادم للأمة وأجير عندها وعامل على مصلحتها، والحكومة إسلامية ما كان أعضاؤها مسلمين مؤدين لفرائض الإسلام غير متجاهرين بعصيان، وكانت منفذة لأحكام الإسلام وتعاليمه، ولا بأس أن نستعين بغير المسلمين عند الضرورة في غير مناصب الولاية العامة ولا عبرةَ بالشكل الذي تتخذه ولا بالنوع، مادام موافقًا للقواعد العامة في نظام الحكم الإسلامي ، ومن صفاتها: الشعور بالتبعية، والشفقة، على الرعية، والعدالة بين الناس، والعفة عن المال العام، والاقتصاد فيه، ومن واجباتها: صيانة الأمن، وإنفاذ القانون، ونشر التعليم، وإعداد القوة، وحفظ الصحة، ورعاية المنافع العامة، وتنمية الثروة، وحراسة المال، وتقوية الأخلاق، ونشر الدعوة، ومن حقها- متى أدت واجبها-: الولاء والطاعة، والمساعدة بالنفس والأموال، فإذا قصرت: فالنصح والإرشاد، ثم الخلع والإبعاد، ولا طاعة لمخلوق في معصية الخالق.

    6- إعادة الكيان الدولي للأمة الإسلامية، بتحرير أوطانها وإحياء مجدها وتقريب ثقافتها وجمع كلمتها، حتى يؤدي ذلك كله إلى إعادة الخلافة المفقودة والوحدة المنشودة.     

    7- وأستاذية العالم بنشر دعوة الإسلام في ربوعه ﴿وَقَاتِلُوهُمْ حَتَّى لا تَكُونَ فِتْنَةٌ وَيَكُونَ الدِّينُ كُلُّهُ للهِ﴾ (الأنفال:39)، ﴿وَيَأْبَى اللهُ إِلا أَنْ يُتِمَّ نُورَهُ وَلَوْ كَرِهَ الْكَافِرُونَ﴾ (التوبة:32).

    وهذه المراتب الأربعة الأخيرة تجب على الجماعة متحدة وعلى كل أخ باعتباره عضوًا في الجماعة، وما أثقلها تبعات وما أعظمها مهمات، يراها الناس خيالاً ويراها الأخ المسلم حقيقةً, ولن نيأس أبدًا، ولنا في الله أعظم الأمل ﴿وَاللهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لا يَعْلَمُونَ﴾ (يوسف:21).

    4- الجهاد

    وأريد بالجهاد: الفريضة الماضية إلى يوم القيامة والمقصود بقول رسول الله- صلى الله عليه وسلم-: "من مات ولم يغز ولم ينو الغزو مات ميتة جاهلية"، وأول مراتبه إنكار القلب، وأعلاها القتال في سبيل الله، وبين ذلك جهاد اللسان والقلم واليد وكلمة الحق عند السلطان الجائر، ولا تحيا دعوة إلا بالجهاد، وبقدر سمو الدعوة وسعة أفقها، تكون عظمة الجهاد في سبيلها، وضخامة الثمن الذي يطلب لتأييدها، وجزالة الثواب للعاملين: ﴿وَجَاهِدُوا فِي اللهِ حَقَّ جِهَادِهِ﴾ (الحج:78)، وبذلك تعرف معنى هتافك الدائم: (الجهاد سبيلنا).

    5- التضحية

    وأريد بالتضحية: بذل النفس والمال والوقت والحياة وكل شيء في سبيل الغاية، وليس في الدنيا جهاد لا تضحيةَ معه، ولا تضيع في سبيل فكرتنا تضحية، وإنما هو الأجر الجزيل والثواب الجميل ومن قعد عن التضحية معنا فهو آثم: ﴿إِنَّ اللهَ اشْتَرَى مِنَ الْمُؤْمِنِينَ أَنْفُسَهُمْ وَأَمْوَالَهُمْ﴾ الآية، ﴿قُلْ إِنْ كَانَ آبَاؤُكُمْ وَأَبْنَاؤُكُمْ..﴾ الآية، ﴿ذَلِكَ بِأَنَّهُمْ لا يُصِيبُهُمْ ظَمَأٌ وَلا نَصَبٌ﴾ الآية, ﴿فَإِنْ تُطِيعُوا يُؤْتِكُمُ اللَّهُ أَجْرًا حسنًا﴾، وبذلك تعرف معنى هتافك الدائم: (والموت في سبيل الله أسمى أمانينا).

Introduction
All praise is due to Allah and may the peace and blessings of Allah be upon the Faithful Prophet Muhammad, the Imam of the pious and the leader of those who strive. Peace and blessings be upon his family, his companions, and those who follow his guidance until the Day of Judgment.

This is my message to those who strive in the Muslim Brotherhood, who believe in the nobility of their call and the sanctity of their ideology. They have made a firm resolve to live by it and die in its path. Only to these Brothers do I direct my words. They are not lessons to be memorized but instructions to be carried out. So let us proceed towards action my truthful Brothers:

‘Soon will Allah, His Prophet and the believers observe your work. And soon will you be brought back to the Knower of what is hidden and what is open; then will he show you of all that you did.’ (Surah-at-Tawbah (9), ayah 94)

and

‘Indeed this is my way leading straight; so follow it and follow no other paths. They will scatter you about from his path . Thus He commands you that you may be righteous.’ (Surah-al-A’raaf (7), ayah 153)

To others however there are other lessons, lectures, books, articles, appearances and administrations.

‘To each is a goal to which he turns so vie with one another in doing good, and To both has Allah promised good.’

The basic pillars of the covenant

Dear truthful brothers, the basic pillars of our covenant are ten; so grasp their meanings and memorize them. They are

1. Al-Fahm (understanding)

2. Al-Ikhlaas (sincerity)

3. Al-‘Amal (action)

4. Al-Jihad

5. Al-Tad-hiyah (sacrifice)

6. Al-Taa’ah (obedience)

7. Al-Thabaat (perseverance)

8. Al-Tajarud (resoluteness)

9. Al-Ukhuwah (brotherhood)

10. Al-Thiqah (trust)

1- Understanding

By understanding we mean that you should be certain that our ideology is purely Islamic, and that you should understand Islam within the bounds of the following twenty concise principles.

1-Islam is a comprehensive system which deals with all spheres of life. It is a country and homeland or a government and a nation. It is conduct and power or mercy and justice. It is a culture and a law or knowledge and jurisprudence. It is material and wealth or gain and prosperity. It is Jihad and a call or army and a cause. And finally, it is true belief and correct worship.

2-The glorious Qur'an and the purified tradition (Sunnah) of the Prophet (peace be upon him) are the reference points for every Muslim to acquaint himself with the rules of Islam. The Qur'an can be understood by applying the rules of the Arabic language without constraint or controversy. and the Sunnah can be acquired by reference to the trustworthy transmitters of Ahadeeth (collected sayings of the Prophet).

3-True belief, proper worship, and striving against one's vain desires have light and warmth. Allah casts them in the hearts of whomever He chooses from among His servants. Though they may be blessed visions, notions, inspirations and dreams are not authentic references for Islamic Law, and therefore should not be given any consideration except when they do not conflict with the authentic references and established principles of Islam.

4-Talismans, incantations, placing of shells around the neck, fortune telling whether by drawing lines on sand or astrology, sorcery and claiming to have knowledge of the unseen and similar practices are all evils that must be fought, except what is mentioned in the Qur'an or transmitted to us as an authentic narrations of the Prophet (peace be upon him).

5-The opinion of an Imam or his deputy is acceptable in matters which are of proven benefit to the public, provided that his opinion does not conflict with any established principle of Islam. It may change in light of circumstances, customs and habits. The bases of worship is purely devotional without questioning why. However, in other areas there is scope of prodding into the ‘whys’ and ‘whereofs’ of matters.

6-Everyone’s opinion except that of the unfailing Prophet (peace be upon him) is liable to changes and modifications. We accept all that has reached us of the opinions and rulings of the pious predecessors as long as it is in agreement with the Qur'an and the Sunnah. If this is not the case, the Book of Allah and the practice of His Apostle are more deserving of our adherence. However, we do not scorn and attack those individuals who differed, since we do not know what their intentions were nor the circumstances that necessitated their decision.

7-Any Muslim not having reached the level of authenticating the proofs of subsidiary rulings may follow one of the four great Imams of this religion. And if so, he should try his best in getting to grips with the evidence put forward while being open to the opinions (supported with evidence) of trustworthy people. This will provide him with enough knowledge to find the Islamic solutions to the contemporary problems of his society. If he is one of the people of knowledge but has not reached the degree of authentication are advised to exert themselves to acquire such a level.

8-Differences on the branch matters of Islamic Jurisprudence should not be allowed to cause division, contention, or hatred within the ranks of the Muslims. To every seeker of knowledge is a reward. In cases of disagreement, however, there is no harm in objective scientific investigation in an atmosphere of love (for the sake of Allah) and co-operation with the aim of realizing the truth. Fanaticism, obstinacy, and controversy have no place among true Muslims.

9-Indulging in matters, that no Shar'i obligation could be based on is considered to be  a form of affectation which the Shari'ah prevents. This category includes debating minute aspects of rulings in cases which have never occurred, investigating the meaning of the Qur'anic verses which are still beyond the scope of human knowledge (the mutashabihat verses), and differentiating between the companions (Sahabah) of the Prophet or investigating the instances of disagreement that took place among them. Every Sahabi (may Allah be pleased with them all) has the honor and distinction of being a companion of the Messenger of Allah (peace be upon him), and to each is the recompense of his motives.

10-Recognizing Allah's existence (may He be exalted), believing in His oneness, and glorifying Him are the most sublime beliefs of Islam. We believe in the Qur'anic verses and authentic traditions of the Prophet (peace be upon him) which describe the exalted attributes of Allah and glorify His name. We also believe in the allegorical (mutashabihat) Qur'anic verses, which serve this same purpose, without rejecting any part of them or attempting to interpret them on our own. We stand aloof from the disagreement which exists among the scholars concerning these verses; it is enough for us to adopt the attitude of the Prophet (peace be upon him) and his companions: ‘And those who are firmly grounded in knowledge say: "We believe in the Book; the whole of it is from our Lord."’Al Imran: 7.

11-Every innovation introduced by the people into the Religion of Allah on the grounds of their whims and without authentic foundation, whether by adding to the principles of Islam or taking away from them, is a serious deviation which must be fought and abolished by the best means as long as it does not lead to a greater evil.

12-There is a difference of opinion regarding idafiyyah (additional) innovations and tarkiyyah innovations (which are based on abandoning something permissible under the pretext of religiousness), and persistence to abide by  acts of worship left open to one's choice. We adopt what can be confirmed by sound evidence.  

13-Love of pious people, respecting them, and honoring their righteous achievements brings one closer to Allah (may He be exalted). These (the ones who are close to Allah) have been mentioned by Allah in the Qur'anic verse: ‘Those who believe and constantly guard against evil.’Yunus: 63. Karamat are due to them with the conditions prescribed by the Islamic Law, but we must firmly believe that they (may Allah be pleased with them) had no power over their own fates and, thereby, cannot avail or harm anyone after their death.

14-Visiting grave sites and tombs is an authentic Sunnah if done in the manner prescribed by the Prophet (peace be upon him) But seeking the help of the dead, whomever they may be, appealing to them, asking them to fulfill certain requests, vowing to them, and swearing with their names instead of the name of Allah, building high tombs, covering them with curtains, illuminating them, are evil innovations that are equally prohibited. We do not need to interpret such actions giving them excuses.

15-Supplication to Allah via an intermediary is a minor difference of opinion - more to do with the method of performing supplication rather than a question of belief (‘Aqeedah).

16-Just because incorrect practices are common amongst the people, it does not change the label it has been ascribed by Sharee’ah. Rather we must define the intended meaning. We must also be on the guard for deceptive words relating to worldly and religious matters. What is worth considering is not names but what these names stand for.

17-Belief is the basis of action. Sincere intentions are more important than outward actions. However, the Muslim is requested to attain improvement in both spheres: purification of the heart and performance of righteous deeds.

18-Islam liberates the mind, urges contemplation of the universe, honors science and scientists, and welcomes all that is good and beneficial to mankind: "Wisdom is the missing goal of the believer. Wherever he finds it, he is more deserving to it."

19-Islamic principles may be evident or uncertain, as are pure scientific principles. The evident principles of the two classes will never conflict; that is, it is impossible for an established scientific fact to contradict an authentic Islamic principle. However, this may happen if one or both of them are uncertain. If one of them is uncertain, then it should be reinterpreted so as to remove the contradiction. If both are uncertain, then the uncertain Islamic principle should be given precedence over the uncertain scientific notion until the latter is proven.

20-Never label as an unbeliever (kafir) any Muslim who has confessed the two declarations (shahadah) of faith, acts accordingly and performs the obligatory (fard) duties of Islam unless he clearly professes the word of unbelief, refuses to acknowledge a fundamental principle of Islam, denies the purity of the Qur'an, or commits an evident act of unbelief.

If you, dear brothers, understand your religion according to these twenty principles, then you will have perceived the meaning of your slogan: "The Qur'an is our constitution, and the Prophet is our example."

2- Sincerity

By sincerity, I mean that a Muslim brother should dedicate his sayings, work, and Jihad for the sake of Allah and the attainment of His pleasure and good reward without seeking recognition or anticipating any gain, honor, title or advancement in this world. Only then, can you become soldiers of the ideology and the belief rather than soldiers for worldly purposes and interests‘Say: 'Truly, my prayers and my sacrifices, my life and my death are all for Allah, Lord of the worlds. No partner has He This I am commanded.’ (Surah-al-An’aam (6), ayah 162)

Thus, you now understand the meaning of your slogans: ‘Allah is our goal’ and ‘Allah is Supreme, and all praise is due to Him.’

3- Action

By action, I mean the fruit of knowledge and sincerity:

‘And say: 'Work righteousness, for soon will Allah, His Apostle, and the believers observe your work. And soon will you be brought back to the Knowledge of what is hidden and what is open. then will He show you the truth of all that you did.’ (Surah-at-Tawbah (9), ayah 105)

 Our sincere brothers are requested to work according to the following steps:

1. Reforming the self. A Muslim should strive to attain a strong body, good character, cultured thought, correct belief, and true worship. He should be able to earn his own living, and control his inner instincts. He should be careful about his time, organized in his affairs and willing to offer help and service to others. These comprise the duties of every Muslim as an individual.

2. Establishing an Islamic home; such that his family respect his ideology and observe the Islamic code in all aspects of home life. He should be wise in selecting his wife and inform her about her rights and duties. He should bring up his children and other household members under his supervision according to the principles of Islam. These too, are the duties of every individual Muslim.

3. Guiding society by spreading the call of righteousness, fighting atrocities and detested things, encouraging virtue, enjoining all that is good, helping the people, trying to win the public opinion to the side of Islam, and observing the Islamic principles in all aspects of public life. This is the duty of individual brothers as well as the jamaa’ah (community) working as a unit.

4. Liberation of the homeland from all un-Islamic or foreign control, whether political, economic, or ideological.

5. Reforming the government so that it may become a truly Islamic government, performing as a servant to the nation in the interest of the people. By Islamic government I mean a government whose officers are Muslims who perform the obligatory duties of Islam, who do not make public their disobedience, and who enforce the rules and teachings of Islam.

There is no problem if the Islamic government utilizes the services of non-Muslims when necessary, so long as they do not offer them positions of leadership. Islam is flexible as to shape and detailed structure of the government, but it must be in agreement with the general principles of the Islamic ruling system.

The Islamic government should realize its responsibilities, of love, sympathy and equity towards the people, It should be economical - not over indulging in public funds.

The Islamic government is obliged to maintain peace and order, enforce the Islamic law, spread education, prepare militarily, protect public health and services, develop the resources of the land, guard the public treasury, strengthen the morals of the people, and spread the call of Islam.

If the government performs all of the above-mentioned duties, it is incumbent upon the people to be obedient and loyal to it, to assist the government with their lives and their property. On the other hand, if the government neglects its duties and falls short of its responsibilities, then it will be the duty of the people to first advise and guide, then to dismiss and remove the government, for ‘No obedience is due to a creature in disobedience to the Creator.’

6. Rebuilding the international prominence of the Islamic Umma by liberating its lands, reviving its glorious past, bringing closer the cultures of its regions and rallying under one word. Until once again the long awaited unity and the lost Khilafah is returned.

7. Guiding the world by spreading the call of Islam to all corners of the globe ‘..until there is no more tumult or oppression and the Religion of Allah prevails.’Al-anfal:39.

‘…but Allah will not allow but that His Light should prevail.’At-Tawba:32.

The responsibility for the last four steps falls upon the group as a whole and upon every Muslim brother because of his membership to the jamaa’ah. How heavy this responsibility and how great its importance. People see this as an imagination, but we see it as a reality. We shall never despair, for our faith in Allah is limitless.

‘Allah's decree will always prevail, but most among mankind know it not.’ (Surah-Yusuf (12), ayah 21)

4- Jihad

By jihad, I mean that divinely ordained obligation which is reflected in the following saying of the Messenger of Allah (PBUH) and which Muslims are to carry out until the Day of Judgement:

‘Whoever dies without struggling in the Way of Allah, or wishing to do so, dies a Pre Islamic Jahiliya death.’

 Its weakest degree is the heart's abhorrence of evil. and its highest degree is fighting in the Way of Allah. Between these two degrees are numerous forms of jihad, including struggling with the tongue, pen, or hand, and speaking a word of truth to a tyrannical ruler.

This call (to Islam) cannot survive without Jihad. The loftier and more far reaching the call, the greater the struggle in its path. The price required to support it is huge, but the reward given to its upholders is more generous.

‘And strive in the Way of Allah as you ought to.’ (Surah-al-Hajj (22), ayah 78)

 By this, dear brothers, you know the meaning of your slogan "Jihad is our way".

5- Sacrifice

By sacrifice I mean giving one's self, wealth, time, energy, and everything else for the cause of Islam. There is no Jihad without sacrifice, nor can there be sacrifice without generous reward from Allah. Those who refrain from sacrifice are sinners:

‘Allah has purchased of the believers their persons and their goods, for theirs in return is Paradise.’ (Surah-at-Tawbah (9), ayah 11)

‘Say: If it be that your fathers, sons, brothers, mates, or kinsmen; the wealth that you have gained; the commerce in which you fear a decline, or the dwellings in which you delight are dearer to you than Allah and His Apostle or the jihad in His cause, then wait until Allah brings about His decision, and Allah guides not the rebellious.’ (Surah-at-Tawbah (9), ayah 24)

‘Nothing could they suffer or do without having it reckoned to their credit as a deed or righteousness, whether they suffered thirst, fatigue, or hunger in the Cause of Allah; walked paths that raised the ire of the unbelievers; or received any injury whatsoever from an enemy. Allah does not cause the reward of those who do good to be lost.’ (Surah-at-Tawbah (9), ayah 120)

‘So if you show obedience, Allah will grant you a goodly reward.’ (Surah-al-Fath (48), ayah 16)

 Thus dear brothers, you understand the meaning of your slogan: "death in the Way of Allah is our greatest hope".
